I think the time display is finally fixed.  The replacement power supply from Fry's Electronics is working, and the circuit board problem has been fixed.

Everyone should thank Fred Steinhoff, who is a long-time Indy Region member who has mainly competed in rally and club race and a race T&S guy.  Fred is an electronics whiz, and he replaced the bad diode on the board that was draining the batteries. 

It is self-testing perfectly.  It hasn't been hooked up to the JACircuits time control box yet, but I'm pretty sure the thing is now in good working order.
