What is the proper way to charge a trailer break away battery?

Can I just use a "standard" lead acid battery charger to charge the battery for the break away brake circuit?

Ideally it should be wired to charge off of the towing vehicle.

I have had exactly zero luck doing this.  It always shorts on one side or the other and it inevitability causes an entire rewire of the trailer.

My battery charger has a few settings - one of them is a small/gel setting.  I've used that with no problems.

I've seen systems which charge off the tow vehicle, unfortunately, I don't believe that my trailer has this system because when I checked the voltage accross the leads of the battery with the trailer connected, and the tow vehicle running, the voltage is only 9 volts.  It is also 9 volts when it is not connected to the tow vehicle.
