Steve,
I can't help with anything about that particular car. But I know that during the early 1950's, Cooper built small tube-framed, open-wheel formula cars that used Norton motorcycle engines. In England, they were called "Formula 3" cars and used 500cc engines. In other places in Europe, 600 and 750cc engines were used in the same chassis. These models included the Mark V - VII series.
There's lots of detailed info in the book "Cooper Cars" by Doug Nye: http://www.amazon.com/Cooper-Cars-World-Champions-Doug/dp/0760317097/ref=pd_bbs_1?ie=UTF8&s=books&qid=1208024362&sr=8-1
