    I understand your point but in the context of the existing Solo rule (3.6) its meaningless.  The rule doesn't mention color, smell, chemical composition, testing procedures, etc.  You're most likely correct in that fuel that's not clear might not be DOT approved.  But fuel color is not a basis for upholding a protest regarding illegal fuel.  It might be a reason for a competitor to file a protest but I doubt a protest committee will declare fuel other then clear as non-DOT approved.  What can they base their decision on?

    At Nationals I saw someone in front of one of the expensive garages pouring what seemed to be blue fuel from a white transluscent race jug into a white RX-8.  I was suspicious but couldn't think of how to ask politely and tactfully at the time; especially since I was unfamilar with the appropriate rules.  Maybe they were running SP.
