I think most everyone is using the lockouts on both the arms. I run the lockouts on both the LF and RF to get the widest stance possible and then use shims on the upper arms to adjust for the best camber. I don't know if that's the best way or not, but it seems to work well for me.
The only reason I can think of for using lockouts on just one arm (of one side) is for caster adjustment...maybe...but that really doesn't make much sense either. Maybe they just didn't know what they were doing??
Just lock the lower arms out as far as they'll go and adjust the upper arms with shims if you need - too easy.
