I will be racing my civic in an SP class next year and I'm trying to get some of the rule work out and one of them I can't seam to work out is the parcel shelf and my local people also can't help (low key people) I would like to go to some of the National tour events and see were I stand but would like to do it right, I have looked in the 2008 rule book and can't find anything about parcel shelfs, so does that mean I can't remove them/it? any help would be great.

What year Civic and is this a hatchback?
If by "parcel shelf" you mean the piece on a Civic hatch the fits between the top of the rear seat and the bottom of the area where the hatch opens, it *is* legal to remove. Here's why: In the owner's manual, that piece is described as being removeable for normal vehicle operation (clip in, clip out). It shows the car both with and w/o that piece and describes when you might want to use it. Again, this is the piece that essentially forms the top of a "trunk" in the rear of the hatch area. Have a look at your owner's manual (not the service manual).
The reason this is legal is that cars can (and must) be run in any configuration specified by the official manufacturer's documentation for street use (not racing specs). Rule 13.0 says this.
