Is there sufficient material in the hub of the wheel that you could rotate the wheel 1/8th of a turn and redrill the wheels 4*98mm?

 I don't know. I don't see how you can do that without hitting spokes, and only 1/8 would not give you a sufficient mounting surface for lug nuts.

 Unless I am missing something in your idea, I can't see it working safely.

While it doesn't get you the width or the pimpy good looks of the modulars, someone on GRM is selling a set of 13" panasprts in 4 x 98.

Try searching out some of the Toyota 4ag forums.  Those guys run the 4x114.3mm pattern, and are usually all over the wide 13" wheels.  Along with the Suzuki Swift GT and various small Hyundais.
