Arm Restraints for Level 1 - PDX

The new 2008 rules, PDX, Section 12, Paragraph 2 states "Arm restraints are required on all open cars including.....". Does this mean that all convertibles and roadsters etc will need to have arm restraints? Thanks

Someone else pointed out that Section3.1.3, Paragraph 4 says...

"Window net and arm restraint requirements are waived for cars that meet the definition of street legal."

I think the statement in section 12 was meant to be under 12.1 as optional.
